Das ist doch alles Unsinn.
Seit Windows 7 läuft mein 6 Jahre altes Laptop mit einem 2-Kerner, 8
GB RAM und eine 1TB SSD flott und ohne Probleme, auch nach dem
Update auf Windows 10 keine Geschwindigkeitsprobleme.
Das man einmal im Jahr das System neu aufsetzen muss sind olle
Kamellen, die nicht mehr stimmen. Ein bisschen das System pflegen
gelegentlich mal die Temp-Files leeren wie Harald geschrieben hat
und gut.
Schon mal versucht das Benutzerverzeichnis neu zu erstellen?
