岩橋いさな(JO3EMC)です。
Draw 5.2.4.2 / Win8.1 32bit の環境で試してみてますが、今のところそれっぽ
い動きは再現できていません。
画像含めどの要素もDraw間でコピーできているように思えます。
…現象を理解し損ねてるのかな？
あるいは何か条件が違っているのでしょうか…。

Draw/Impress 5.2.4.2 を使っています。
ある Draw のページから、画像要素を1つ、別のDraw(=別ファイル)のページ
にコピーしようとしたのですが、コピーが出来ません。
その画像要素を 同じバージョンの Writer や Calc のページに貼り付ける
(Ctrl-P を使って)、とちゃんと張り付きます。Draw /Impress だけ出来ません。
Excel2013 にも貼り付け出来ます。
面白いことに、一度 Calc で貼り付けた画像要素 は Draw/Impressに貼り付け
できるのですね。
利用環境は Windows 7 32ビットです。
何か思い当たる節あるでしょうか。
