私も長くオープンオフィスを使っていて、LibreOfficeを導入しました。

目黒さん（jun meguro）さんの仰る様にLibreの導入をお勧めします。

作業の効率性は
MS　Office　＞　Libre　＞　オープンoffice
という感じです。

ただ、オープンoffice時代につくった
会議の横断幕など…MSオフィスでのワードアート的な文章の再現性は
あまり良くありません。

各自治体がやっているように
オープンofficeとLibreOfficeを共存させて

主たる作業はLibreで
再現性が疑問のファイルはオープンofficeで作業

が現実的と思います。
