1:00のフィルが25:00になるのは、理由があったのですね
EXCELでは単純に1:00の次が2:00になるので不具合なのか?と思ってしまいました。

個人的にはEXCELと同じ挙動を望みます

1:00に「1」を足すと25:00になるのは日付と時間の計算では正しい挙動と言える
かと思います。例のA2セルで数式バーに「25:00」と表示されるのは、1日+1:00 という計算結果ですね。
セル表示とデータが食い違うのは、表示形式の問題で [H]:MM:SS とすれば表示 とデータが一致すると思います。

ただ、時間データのオートフィルで増分値を自動的に1とするのが正しいかと言 われると、「?」 ですが。

「連続データ」ダイアログで開始値「1:00」、増分値「1:00」を入れると望みの 結果が得られるのではないでしょうか。
