If it helps, OpenID Europe entity does exist legally. You can find a better explanation in French (or for that matter in many languages) on Wikipedia[1].

I did read of many requests on their forums for language translation of the OpenID site which seem to have gone unanswered. They don't look like they are in any hurry to translate their site, which to me seems a little strange. I left a note on the OpenID site re: the prospect of their site being translated but am not expecting any answer soon. OpenID does have support from most large internet organizations.
