Yes, that's right the version in the appstore is provided as a paid
app, however you can still download it from the website.

2 - Do I have to pay to get it again?  How can I transfer my old files/documents over to my new 
computer.

You can go to https://www.libreoffice.org/download/download-libreoffice/?type=mac-aarch64
and download LibreOffice and install it again (assuming you bought a
apple silicon/new mbAir and not a used one with an intel chip, if
intel, then change the OS selection accordingly).
As for transfering your old files/documents: That is out of scope for
LibreOffice, LibreOffice itself doesn't have remote storage/a syncing
feature, so you'd need to use iCloud or timemachine or whatever other
tools to transfer the files.
