If I understand correctly the runners fetches /Main_Page and parses the
HTML for a download link… which is not a legitimate use of the wiki.
Also, rolling out one's own update checker based on heuristics and
observation, but without checking for stability guarantees with
upstream, is bound to fail sooner or later.

Anyway, such automated HTML queries will most likely remain blocked once
we add a more advanced proof-of-work anti abuse system.

I'd suggest querying the update checker instead like the chocolatey
folks are doing.  Or workout another *API* query together with rel'eng
if for some reason the update checker solution is not suitable (there is
an intentional delay before users are invited to upgrade — which might
or might not make sense for homebrew users).
