Hello Klaus,

sounds like you are using Linux. The offline help is installed in this case under /lib/libreoffice/help/ regardless of the country code, as you have realized. (The same applies to other OS but I don't recall the actual path.)
To solve the problem you could trust in the online help and run the program 
either with a user interface translated for German or Indonesian. This 
information is stored in the user space and depends thereby on the user account.
A dirty hack for the offline help could be to delete the /help directory and 
soft-link to some other place - and set this link on start-up with a bash 
script. The /help folder would be overwritten with every update, though.

    We always download & install the "en-us" main version , including the off- line help.
