[libreoffice-website] Adding a new administrator to ja.libreoffice.org

Hi,

I would like to ask those who are in charge to add Jun Nogata <nogajun@gmail.com>
as a new administrator to ja.libreoffice.org.

These days Matsukawa-san keeps doing great work for our responsibility of
maintaining ja.libreoffice.org, now Nogata-san will support him better than
I did.  Being pretty sure of their competency, I feel like it's about time
to step down from ja's admin.  So please drop my priviledge of admin/author
at the same time.
