buildout is the common way to create a Plone instance. You could find some explanation how to create one here: http://developer.plone.org/getstarted/installation.html#installing-plone-using-buildout-on-ubuntu-debian The current versions of Plone (version 4.x) support Python 2.7.x that I would recommend (Python 3.x is currently out of scope).
