The very first step of Bug Submission Assistant is to login using bugzilla
account. Unfortunately, this may lead to a situation in which someone registers
new account only to find out (during later steps) that his issue has already
been reported.
To prevent this, we could tell people right on beginning that they do not need
account to read and search existing bug reports.
Below is my proposal on how to phrase this (please note that English is not my
mother tongue, so it could use some proofreading). I believe it should be
placed above/below login form in first step.
