We need Bugzilla for publishing Bug report samples bigger than 3MB. As long as
there is no alternative upload possibility iwth easy public access please
increase size limit to 20 MB (I think maximum until now was smaller than 19MB)

Additionally please reactivate application/x-7z-compressed as allowed file
type, what will help to keep files smaller.
