Well... I just tried again, and it still says
" It seems there is a problem to connect with Bugzilla. Please try
again later." (today even from a different computer, and network)
I am using the link https://www.libreoffice.org/get-help/bug/ , it that correct?

Could have very well been the case. But downtimes usually don't take long..
