Ahh, that is not used by the download page. (Well, it could make use
of those, at least for the ones that should be always displayed, i.e.
instead of "dl" tag...)

Has been mentioned one the mailinglist a couple of times, but you're
right, it definitely needs to be documented properly.

It is in the individual page settings, not on the project/subsite level

i.e. open the page that should be displayed in the related pages block
on the download page, i.e. your version of the release notes. On the
main content tab go to the Metadata one, the one with the url-segment,
the Search-engine-meta-tags (Title, Keywords, Description, user
defined entry boxes)

In the keywords-entry box, add the "dl" or "dlver-X-Y" entries.

For urgent stuff one can bypass pootle and request manual change of strings.
