I would like to leave that decision up to you, since you know your area 
best. ;-)

Normally, we create language-based lists (like German, Italian, French 
and so on). For larger regions like the US, we create regional lists, 
but normally only if the same language is spoken.

Does it make sense to have a Scandinavian list? IMHO, there are 
different languages?
