You can updload attachments, just use the image/file buttons in the
editor (button 6/7).
By default, uploading is disabled for users with karma<10 in bootstrap

Ok - I can upload images - but not other file types - that is correct,

My reason for asking, and I'm not sure this would be a show stopper,
just something that I'd been thinking about in general.
The 'other project's' forum I'm most familiar with has amassed a large
number (thousands) of documents as attachments.
Now, the QA group has also mentioned on occasion about building a
collection of user submitted files for use in on-going test scenarios.
It seemed to me that a more integrated forum would give us a way to
leverage these attachments - that was the driver for my question.
