Seems they simply forgot to tell anybody here they would want one...
All existing NL sites are listed here, whether they're working yet or
not http://www.libreoffice.org/international-sites/

At least the subsite admin or another team member speaking english of
all the teams should subscribe to this list
and even better read the posts concerning other NL teams too - for the
questions and answers are very much the same... ;-)

I'll setup domain and subsite at ka.libreoffice.org.
They register their accounts at
http://www.libreoffice.org/get-help/forum/
and get in touch with me here thereafter to unlock their permissions.
