[libreoffice-website] Update on current status of Extension Repo site

Hi all,

I'll try to give a short update on my current work on the intended LibreOffice 
extensions repository. I worked on an implementation of a legal disclaimer for all 
contributors, which they had to accept otherwise they can't upload an extension file. 
I got the text from Florian who worked on it in collaboration with others on the TDF-
discuss-list. Thanks for the exellent text to them.

Next I worked on a implementation of virus scanning inside the instance. This is 
incorporated now. It worked fine on my local box and need some testing on the TDF-
Server.
