As long as he can bypass the captcha: Yes. The only solution around that is
to manually approve every account.
If you look at http://wiki.documentfoundation.org/Special:Log/newusers
it seems that we got the attention of another bot which can manage the
captcha but is not able to validate his mailadresses as the other one
did. So a lot of useraccounts are created but no new pages. Crazy.
