Ah! It appears you are correct!  Opendocument Foundation is indeed NOT the 
Document Foundation. ODF turns out to have had an "interesting" startup and 
seemed to have absolutely no qualms about dissing others and changing their 
own goals at will.
   Rather than provide links since there are to many of them, I'll offer 
this:
Search for    opendocument foundation    on ZDNet.com for lots of articles, 
including the one I read.
   Want more info? Just do the same search on Google or your favorite search 
engine; Lots and lots of stuff there!

I'm reasonably new to TDF, Libre et al, and so never caught the name 
difference.
