I think you forgot to mention the purpose of this extension.
If it only allows you to browse/download LibreOffice, then there will be
no need for an extension ;)

So, can you give a list of the 'features' this extension will bring (whn
it's finished)?

I don't understand it too. No browser extension is needed to redirect the user to a particular page in their language of choice, it should all be done server-side.
