Yes, but that's more like a browser bug than a problem with the site.
After reloading the page, everything is fine. Any idea, what the
problem could be? Any fix?

None that I would know that would fix bugs in browsers :-)
If you got firebug installed, please examine the broken page, in terms
of what styles are assigned to the banner-elements, they should be
styled by the ones from banner.css
That banner.css is loaded is obviously the case, as both the
background image is loaded, as well as the color of the progress-meter
is loaded. So for some reasons it messes up the positioning
nevertheless.
