I don't think that this is UX: Must I look on the left side or upside for the second level? The user will be confused.
We should be consequent.
Either we have
a navbar and a sidebar (maybe with a third level) with long ways for eye and mouse/finger
or we have
two navbars (and no third level) with limited content (max. ca. 8 per line) but with shorter ways for eye and mouse/finger.
