Character set in some dialogs is the text encoding, like in Text/CSV or HTML.
But IMHO the last used text encoding is remembered unless UTF-16 is detected
(and then that would be remembered), which aren't many cases for, like embedded
null-bytes. So yet another default actually is not needed. Attaching a small
UTF-8 sample file which is detected as UTF-16 instead of the expected UTF-8
would be helpful.
