What do you want to achieve with the frame? Your example looks like it shows
the page number and that is likely not what you want. Header/Footer sounds
like free text input but please describe your use case a bit more so we can
see if more users are interested (since you managed it with a frame).
For creating books or lengthy brochures such can be used for easier page
navigation and make the document look appealing. But you are right, if it can
be done using a frame why create components that can render the application
unnecessarily bulky or sluggish.
Anyways it was just a suggestion so that the developers could consider the
merits or demerits of this.
