Table of Contents in Writer is customizable, which is good, but it's not
obvious how to do it (we have bug 89608 but it's just an improvement). 

In Insert ToC dialog There could be added prepared models of different ToC:
standard ToC, ToC from bug 105628, one from bug 32360, 2-column ToC, ToC where
lower level headings are indented.. etc.

Exact solution would be up to UX. Idea: to add a tab in insert dialog to choose
ToC type (in tab named Type?) and to separate current settings from Type tab
(in another tab named Create/Customize.. )
