The layer tab bar in Draw is not a toolbar but a "TabBar", same as the "Sheet"
tab bar in Calc or the "Module" tab bar in Basic editor.
I dislike the idea of hiding the layer tab bar in Draw. If you are seriously
using Draw, you need it. If you do not need it, you can draw in Impress.
