Doesn't this already exist for both Draw and Impress? We provide a combination
of the Tools -> Options -> Draw/Impress: where setting check-box for

View - 'Helplines while moving'

Grid - 'Visible grid'

Support visual layout of draw objects on page or slide.

Admittedly, we do not calculate a helpline for center of object as shown in
example clip (which looks to be PowerPoint?). Nor do we expose helplines for
more than one object at a time.  

But don't see that as much of an issue. Our multi-object arrange and alignment
controls handle the object centers without issue, so adding a visual indicator
for centering, while convenient is probably not worth the dev effort.
