You have all freedom to customize the UI. Move the questionable toolbar to the
bottom or top, make it floating, use any of the Notebookbars. One placeholder
is definitely not a solution as you can easily have more toolbars stacked like
quickfind, track changes, etc. Contextual toolbars have drawbacks but also the
benefit to give access to many functions. So my take => WF
