Fine with me. Or an explanation for the current behavior

Actual behaviour is inconsistent with LO help: "Choose Insert - Chart. You
see a chart preview and the Chart Wizard. Follow the instructions in the
Chart Wizard to create the chart."

You should read more attentively:

chart inserting.
