LO does a great job of providing a replacement for
everything else in the MS Office Suite, so why would they stop short with
the Outlook part?

We clearly do not want to compete on all areas. And ultimately it's a business
decision what software you bundle. Microsoft sells products to customers with
the goal to dominate the market in all areas.
So I agree with out of scope.
