hmm unfortunately i don't know how to put a tooltip on a dialog...
Since the paint is still wet....
Should it go over the signs ( | [] ) themselves? In that case, put this
property

in the <object class="GtkLabel" id="bookmarks_label"> (just after line 210)
(where TOOLTIP TEXT ... needs to be "repaired")
(also good that you cleaned up the "Tabs" problem)
