There are two sections, the Format and Styles section
It's called "content panel" and allows to show content from different contexts.

- In draw/impress there is Insert Image which could be also there in writer
(watermark)

Don't think we should aim for consistency over module's sidebars. The insert
image function is easy to reach and not crucial in Writer.
