Regardless I don't think this should be a setting that I have to set.
I don't think the app should work this way at all.
It does not matter too much what individual users think. The dynamic stacking
toolbars have been core to the project from inception 20+ years ago--very much
the legacy of _how_ the program is designed.
Patches from users are always welcome...
Otherwise remains DUPLICATE => bug 106846 with some other GUI considerations
(e.g. bug 36976 or bug 124835) equally applicable.
