Do not agree. 

The 'Find' toolbar is state-full and recorded to user profile.  Toggled on
(with <Ctrl>+F) off with <Esc> or button action--or via the View -> Toolbars ->
Find button action--and recorded to user profile just the same as any other
toolbar.

If it were the 'Find & Replace' dialog (toggled on with <Ctrl>+H, and <Esc> to
close) that would be an issue--but it is not.

This behavior as a toolbar is exactly correct.  Close it if you are done with
it, otherwise it remains enabled.
