I can't think of something wrong with the previous shortcuts (ctrl+up/down)
so I would suggest putting those back in place?
As to changing the keyboard shortcut--IMHO the "three" key assignment to be
appropriate--as a two key <Alt>+<DOWN>/<UP> or <Ctrl>+<DOWN>/<UP> while
available, would cause inadvertent movement of selected text/paragraphs set
with <Shit>+<DOWN>/<UP> block selection.
Better to retain the positive control of a "three" key combo.

Sounds wise.
But leaves us with the current conflict of using <ctrl><alt><up/down> in Writer
and the installed window manager..
