Actually "Merge with next paragraph" is enabled by default. I think that
problems like in the initial bug report can be reduced, if this option is
disabled by default. I suppose, that this could be done very easily.
By changing the default, I expect that many people will be annoyed by the
behavior - see the example from Stuart.
The sample document from Kasten provides a rare situation, full of direct
formatting oddities, for which I would not change the current behavior.
