For good reason.
Multi-paragraph bullets and numbered lists do not belong in the cells of a
spreadsheet!
You can currently embed or link as OLE an ODT document with bulleted or
numbered list--gaining full typographic composition of the lists. And, it can
be anchored to cell, page, or allowed to resize with its cell.
It has a few glitches with the OLE bounds, but otherwise seems sufficient.
Also, not clear an ODF 1.2 spreadsheet could support this.
