 I'm against making the user-defined Notebookbars customizable.

This makes sense in my experience; it gets harder to do any future changes
otherwise since it is complex to cater towards such settings. 

I would also refuse any customization and extensions 
(despite going along with a special layout).

@Heiko: What do you mean with that? Is this customization of the Notebookbar’s
look and mechanics or against having e.g. extensions that add a tab to the
notebookbar or the like. In this case I agree with the first one but think that
the latter should be there since a clean way to extend avoids hacky attempts to
extend.
