Switching between the modules within Base always only displays the
corresponding module toolbar, even if all have been selected under the
corresponding menu entry.
Either these are indeed only ever context sensitive, in which case, we
shouldn't allow the user to choose them all via the main Display menu, or
else they're not context sensitive when that option is activated, in which
case all toolbars should be visible.
@Heiko : one for some UX advice ?
My take is to remove the checkboxes. It's more consistent with other modules
when toolbars show up depending on the context rather than a user setting. It
makes no sense to show query options when you are in forms mode.
