Demonstration
I think this feature is already done.
Please, try this:
1. Add some text.
2. Add a footnote.
3. Select the text with footnote and: Insert > Section... Footnotes/Endnotes
tab and check Collect at and of the text
See attached document.
I used this feature in LO 6.0 and 6.1
I think the people requesting this do not want to use sections.
Well, we should ask UX if they think the section method is enough and this
should be closed as wontfix or worksforme.
