It does work for me with 6.0 and master, after I select the reference in the
document body. The dialog is basically the same as for Insert -> Footnote or
Endnote, and it allows to switch automatic numbering to a fixed symbol, and
also turn footnote to endnote and vice versa. None of these possible with the
dialog from Tools -> Footnotes and Endnotes...
