Rather than presenting a possible solution you should describe your scenario
and use case, which sounds to me like a form. LibreOffice has many option to do
that, e.g. with Tools > Bibliography Database (where admittedly better plugins
exist) or Tools > Address Book Source, and less complex Insert > Field > More
Fields. Alternatively you may also have something like Tools > Autocorrect in
mind.
So what problem do you want to solve exactly?
In any case the list has to be created somehow in advance and it's a corner
case anyway since word processors focus on text creation.
