LibreOffice Writer already supports a Smooth Scroll [1], that is disabled by
default. It does not completely remedy this, but it mostly functions (I've
noticed some canvas "tearing" while scrolling when OpenGL is enabled).

Maybe the code you're referring to supports Smooth Scroll, but I can tell you
that in practice it does not work. I tried several times switching back and
forth with and without "Smooth scroll" and with and without restarting, nothing
happens. I never actually worked in my previous versions of LO as far as I
remember. I filed a bug but it was (erroneously?) marked as duplicate of this
thread....
