Can't say I'm a fan.
The function you describe is not vertical justification, but rather would be a
distribution--and would corrupt structural control of paragraph line spacing.
In our ODF implementation, paragraph line spacing is set directly, as
calculated against font metrics, with additional attributes for spacing
above/below paragraph objects.
Desired vertical distribution can be done now using tables and single line cell
paragraphs.
So WFM, and would say WONTFIX for the RFE.
