The classic toolbar will remain the default. We don't plan to remove it.

And since the Notebookbar is an alternative control aiming for
individualization I would refrain from making all variants as accessible as
possible. But that's a question for the whole team. Opinions?
today i also tested libreoffice 5.4 and could not use f10 to use ribbon and f6
for navigation.
also tab does not work for me and ribbon menus are completely inaccessible for
me using keyboard.
