Our minimum "supported" display is now 1024x768
We agreed on 1280px with large icons in the guideline for toolbars
https://wiki.documentfoundation.org/Design/ToolBar. And @dnml large icons means
you can switch to small sizes. Tools > Options > LibreOffice > View: Toolbar
icon size (automatic=large on my system by default). Switch to small for 16px.

PS: SVGs are fully functional and can be scaled like PNG. But since we want to
have a level of detail that fits the icon size a freely variable size is not
intended.
