I'd say it's a bug. When you hide the formatting toolbar per menu > view it
doesn't reappear after the text objects toolbar. Closing it per x or via
context menu seems to be the same but is not persistent.
I see.. that is a bit deceiving. If I open Impress and it does not show the
toolbar by default, it appears context-sensitively. But indeed: if I open
Impress - View toolbar and then disable it from the menu, it does stay silent
when editing text.
Let's set to NEW, then.
