The SOC file gets read in one color at a time as a 12 column row, so the
13th goes to column 1 of the 2nd row, the 25th to the 3rd row.
The padding just inserts a place holder color, probably #fffffe or #000001,
and a unique color name, e.g. HLC blank 1, HLC blank 2, HLC blank 3...
I would do this with a calc sheet, one draw color name and color per cell,
and then then export to CSV. A little clean up of the SOC adding XML
stanzas and save as .SOC
I can do it if you'd like.
