This isnt about the layout of toolbars, its about editing/viewing modes, for
example in writer we have normal and web modes and calc we have normal and
page break modes.
Oops, right you are--not directly the MUFFIN concept here. And the top level
work "mode" entries on the Standard menu's View could be consolidated for each
module to have a consistent UI in all the modules.
